Howard EcoWorks seeks to create green jobs in Howard County while improving watershed health through the construction and maintenance of stormwater and habitat management projects.  

The HEWmanpower Cohort begins in the Spring and works through the Fall. The Cohort constructs and maintains green stormwater practices on public and private land. Practices include rain gardens, conservation landscapes, bio habitats,  and more! The Cohort receives both industry related and general workforce development skills training as well as exposure to local and regional environmental issues. Upon successful completion of the program, members of the HEWmanpower Cohort will receive 
Chesapeake Bay Professional Landscaper - Associate (CBPL-A) certification and will participate in a networking event where they will have the opportunity to meet with other employers in the green industry to explore further career opportunities.


Crew Members work in teams of 5-7 under the direction of a Landscape Foreman or Crew Leader to construct and maintain rain gardens, conservation landscapes and other green stormwater practices around Howard County. Crew Members also engage in other environmental work such as tree plantings, tree maintenance, invasive plant removals, stream clean ups, and more. Crew members can expect to work outdoors in a wide range of weather conditions. Crew Members receive job skills training and are exposed to local and regional environmental issues.


Responsibilities & Duties:

  • Remove sod, loosen and excavate soil for garden construction

  • Plant flowers, bushes, plants, and decorative shrubs according to landscaping design

  • Water plants and spread mulch and other materials around plants

  • Remove weeds and dead plants; prune overgrown limbs and leaves from existing gardens

  • Maintain the existing landscaping design and ensure plant survival

  • Inspect local streams after major storm events

  • Remove tree limbs, overgrowth, and other debris from local streams

  • Properly store and handle all equipment, tools, materials, etc.


  • Must be 18 years of age

  • Able to work with a team as well as independently

  • Able to physically stand, bend, squat, and lift up to 40 pounds

  • Must have reliable transportation to initial job site

This is a full-time, hourly, seasonal position that begins in March and works through November (possibly mid December). Crew Member hours are Monday through Friday from 8 a.m. to 4 p.m. (during the summer, hours shift to 7 a.m. to 3 p.m.). Weekends and holidays are not scheduled work days.
