The Landscape Manager facilitates and oversees the construction and maintenance of best management practices (BMPs). The projects are focused on water quality improvement and habitat restoration and include: invasive species management, rain garden and bioretention construction and maintenance; conservation landscape construction and maintenance, and tree planting projects among others. Project implementation is conducted largely with HEW’s workforce program, Restoring the Environment and Developing Youth (READY). The Restoration & Outreach Coordinator also oversees strategic watershed-related work, directs services provided to Howard County Government for the construction and maintenance of County stormwater projects; responds to, engages and educates communities on environmental protection and restoration efforts; and implements Howard EcoWorks’ fee for service program.

Responsibilities & Duties:

  • Work with landowners, homeowner associations, non-profits and agencies to develop and implement water quality improvement, habitat restoration, invasive species management and rain garden and bioretention maintenance projects.

  • Oversee work crews in the construction and maintenance of projects.

  • Schedule project activities and oversee implementation of an annual work plan.

  • Manage projects including budgets, designs, utility marking, contracts/agreements, customers, data tracking and reports.

  • Conduct site assessments and develop project proposals for new potential projects.

  • Oversee the delivery of a growing fee-for-service program.

  • Assist in oversight of the native plant nursery operations at the Howard County Department of Corrections.

  • Provide environmental education to the community, project partners and others

  • Project and program development assistance as needed.


  • 3-5 years of field experience constructing and maintaining landscape and / or stormwater projects.

  • B.S. in biology, natural resource management, conservation, environmental science or related degree.

  • Passion and ability to engage, coordinate, and educate the community and work crews on environmental topics and hands-on stewardship techniques in the field.

  • Excellent written and verbal communication skills.

  • Excellent leadership and team skills.

  • Ability to multi-task and prioritize.

  • Organized and attention to detail.

  • Ability to manage and maintain small pieces of equipment such as weed whackers, sod cutter, mechanical auger, etc.

  • Skills to identify local Howard County native and non-native flora.

  • Self-motivated and ability to work independently.

  • Valid driver’s license.

  • Experience driving a truck with trailer.

  • Personal vehicle for work use and reimbursement.

Compensation & Benefits:

Salary commensurate with experience.

Hours of Service:

8:00 a.m. to 4:00 p.m., M – F with occasional evening and weekend hours. Position is full-time and exempt.

(Schedule shifts to 7:00 a.m. to 3:00 p.m. during summer months.)
